From cooperatives in rural areas to industrial zones managed by system operators, Data Cellar’s diversity is both its greatest strength and its biggest hurdle.
In this episode of the EU Energy Projects Podcast, we explore with Martina Galluccio, Data Cellar's project lead, how there’s no one-size-fits-all solution when it comes to data.
A participatory design approach has been crucial for the success of the Data Cellar project. From the beginning, the team prioritised user-friendly tools, knowing that not every stakeholder is a tech expert.
Simplifying onboarding, creating intuitive services, and providing targeted training - from high-level explanations of what a data space even is, to detailed guidance on preparing datasets - has helped bring people into the fold.
And the more inclusive the tools, the easier it becomes to engage external stakeholders and build trust.
But data, of course, comes with responsibility. Martina emphasises the importance of GDPR compliance and anonymisation, especially given that the project doesn’t build physical infrastructure, but deals solely with data. Privacy, she says, isn’t a side concern; it’s central to the project’s integrity.

A final, and formidable, challenge? Interoperability. For these data spaces to succeed at scale, they need to connect seamlessly with others across Europe.
That’s why collaboration with sister projects is ongoing, aiming for a future where energy communities can share and benefit from each other’s data without silos or borders.
So what’s most exciting about this work? For Martina, it’s the chance to help shape a decentralised and democratic energy system. One, where individuals and communities retain control over their data, yet still contribute to a broader collective benefit.
This episode explores how building better digital infrastructure can make Europe’s energy transition not just smarter, but fairer and more participatory.
