ENTSO-E and DSO Entity have launched the Joint Working Group (JWG) data interoperability repository to support energy data access across Europe.
The new repository, foreseen in the European Commission’s Implementing Regulation (2023/1162) on ‘interoperability requirements and non-discriminatory and transparent procedures for access to metering and consumption data’, is a digital platform aimed to provide a central access point for stakeholders to explore how member states are implementing the EU reference model for data access, as well as to access key resources and updates developed by the JWG.
The platform provides three key areas of focus. The first one is the implementing act on data interoperability, of which the first is the aforementioned (EU) 2023/1162.
A second section is a repository of national practices, which will collect the reports provided by the member states to the European Commission regarding the implementation of interoperability requirements and procedures for access to metering and consumption data in their individual countries.

Specifically, the reference model set out in the implementing acts on data interoperability – and comprised of a ‘role model’, and ‘information model’ and a ‘process model’ – describes the workflows that are required for specific services and processes based on a minimum set of requirements.
The reference model is technology-neutral and also allows for customisation by member states to reflect national practices.
The third section is on data interoperability models, such as the Harmonised Energy Market Role Model, and technical documentation developed by the JWG.
ENTSO-E and the DSO Entity believe the initiative is a key milestone in the implementation of the EU’s data interoperability framework and supporting the broader goals of the energy transition.
As Europe moves toward a more decentralised, digital, and decarbonised electricity system, data interoperability has become a cornerstone for ensuring efficiency, transparency and consumer empowerment.
Further, the launch reflects the joint commitment of ENTSO-E and DSO Entity to foster a harmonised and interoperable data environment that empowers innovation, enhances grid efficiency and supports the development of a truly integrated European energy market.
