EU allocates €650 million for cross-border energy infrastructure

Fourteen EU cross-border energy projects will benefit from the funding – six for electricity and smart grids and eight for hydrogen.

The projects are among those identified as projects of common or mutual interest in the first list of PCIs and PMIs, with their listing opening the way for funding from the Connecting Europe Facility, among other benefits.

The projects are considered to play a vital role in strengthening the EU's energy security, increasing the integration of renewable energy and as a result, the region’s competitiveness.

Broken down by category, almost €470 million is allocated to the six electricity infrastructure projects and €180 million to the hydrogen projects. One of these is a works project and the first to receive such funding in this category, demonstrating the increasing maturity of the sector, according to the Commission in its announcement.

Commenting, Dan Jørgensen, Commissioner for Energy and Housing, said that a strong and independent energy union which delivers clean and cheap energy to consumers must be built on integrated and safe energy infrastructure.

“The projects we are supporting financially will enhance Europe’s competitiveness and energy security, bringing us on a steady pathway towards independence.”

The projects are as follows:

Electricity/smart grids works

1. Construction of the Aguayo II reversible pumped storage hydroelectric power plant in Spain (€180.03 million).

2. Baltic cooperation in critical synchronisation infrastructure protection between Poland, Estonia, Latvia and Lithuania (€112.58 million).

3. The CARMEN smart grid increasing renewables and interconnectivity between Romania and Bulgaria (€103.69 million).

4. Modernisation of the Čierný Váh pumped storage hydro in Slovakia (€62.63 million).

Electricity studies

5. The GREGY green energy interconnector between Greece and Egypt (€9.56 million).

6. The internal line between Westtirol and Zell/Ziller in Austria (€1.02 million).

Hydrogen works

7. RWE’s Epe hydrogen storage facility in Gronau, Germany (€120.11 million).

Hydrogen studies

8. The ACE terminal in the port of Rotterdam (€25.62 million)

9. Uniper’s Green Wilhelmshaven terminal in the port of Wilhelmshaven, Germany (€10.63 million).

10. The HyGreen Provence electrolyser in France (€7.54 million).

11. Renewable hydrogen production to decarbonise industry in France (€4.2 million).

12. Internal hydrogen infrastructure in Bulgaria (€4.56 million).

13. The Slovak hydrogen backbone (€2.53 million).

14. Conceptual engineering and FEED preparation of the Austrian hydrogen backbone WAG and Penta West (€1.46 million).

This is the second call for proposals under the first PCI/PMI list, which was published in April 2024.

In the previous funding round in January 2025, almost €1.25 billion was allocated to 41 cross-border energy infrastructure projects. 

The next call for funding proposals for PCI/PMI projects is planned for Q2 of 2026.
