EU Energy Projects Podcast: Redefining circularity in Europe with IS2H4C

The IS2H4C project is at the forefront of transforming how industries, cities and rural regions collaborate to close the loop on resources and energy.

In this episode, I had the opportunity of speaking with Dr Devrim Murat Yazan, coordinator of the ambitious European IS2H4C project, short for Implementing Systemic and Sustainable Industrial Symbiosis for Hubs for Circularity.

At its core, IS2H4C aims to make the circular economy a practical reality. The project integrates advanced technologies such as carbon capture, electrolysis and digital tools, but it also recognises that true circularity depends on people, partnerships and policies. Aligned with the European Green Deal and the Circular Economy Action Plan, IS2H4C embodies Europe’s commitment to achieving long-term climate neutrality.

Dr Yazan highlights a growing momentum across Europe toward “systemic circularity”, where industrial, urban and rural systems are connected through collaborative hubs. Supported by the European Commission, IS2H4C is one of four large-scale projects designed to establish these Hubs for Circularity, turning policy ambitions into operational models for sustainable growth.

While the policy framework offers strong support, challenges remain. Dr Yazan points out that cross-sectoral barriers, such as inconsistent permitting, unclear resource classifications and fragmented governance, continue to hinder progress. He stresses the need for integrated regulatory frameworks that treat circular resource exchanges not as exceptions, but as economic opportunities.

Funding and coordination also pose hurdles, as aligning with diverse EU and national regulations can be complex. However, IS2H4C tackles this by operating as a “living ecosystem” rather than a static project. By bridging Horizon Europe with national and regional programmes, and by engaging a wide range of stakeholders, from industry and government to NGOs, the project fosters dynamic collaboration and long-term resilience.

What makes IS2H4C truly unique, Dr Yazan explains, is its holistic approach. Beyond piloting technologies, it scales up circular innovations to capture added value from waste, strengthen local economies, and build sustainable, interconnected systems across Europe.
