Jon Ferris discusses how the issue with utilising flexibility has been a matter of taking advantage of policy, rather than not having enough.

Ferris spoke to Yusuf Latief during an exclusive interview for Enlit Europe 2022, stating how the problem with capitalising upon flexibility's potential hasn't been an issue of not enough legislation. On the contrary, the regulation is there, but implementation, international law, and "actually making it happen" have been slower than necessary.
